Only the general changes are presented as noted below.<\/p>\n<p>This is all subject to approval by the Minister and Cabinet Office, following consultation and final submission.<\/p>\n<p>I<span style=\"color: #ff0000;\"><strong>f approved, the proposed amendments would go into force on March 1, 2014.<\/strong><\/span><\/p>\n<h2>Alignment of regulation with industry standards<\/h2>\n<p>If approved, proposed amendments would bring the regulation into alignment with current industry standards. The proposed amendments would:<\/p>\n<ul>\n<li>harmonize definitions with Canadian Standards <acronym>CSA<\/acronym> Z275.2-11<\/li>\n<li>align regulatory requirements with <acronym title=\"Canadian Standards Association\">CSA<\/acronym> Standards for:\n<ul>\n<li>stage and open (wet) bells<\/li>\n<li>safe entry into and exit from water surfaces<\/li>\n<li>strength requirement for a diving harness and lifelines<\/li>\n<li>gauges<\/li>\n<li>metering equipment<\/li>\n<li>bailout system<\/li>\n<li>compressor and associated equipment<\/li>\n<li>open circuit <acronym>SCUBA<\/acronym> (self-contained underwater breathing apparatus) equipment<\/li>\n<li>oxygen supply system<\/li>\n<li>minimum crew when using a submersible compression chamber or atmospheric diving system<\/li>\n<li>hazardous underwater mechanisms<\/li>\n<\/ul>\n<\/li>\n<li>shorten non-saturation deep diving rest period from 24 hours to 18 hours<\/li>\n<li>increase bottom time for depths greater than 165 feet and up to 195 feet from 30 to 40 minutes<\/li>\n<\/ul>\n<h2>Removal of outdated terminology<\/h2>\n<p>If approved, the proposed amendments would:<\/p>\n<ul>\n<li>update existing references to various Standards<\/li>\n<li>remove the terms &#8220;lock-out submersibles&#8221; and &#8220;submersible compression chamber attendants&#8221;<\/li>\n<\/ul>\n<h2>Provide for new work practices<\/h2>\n<p>If approved, proposed amendments to the regulation would reflect the new techniques and technologies used by the diving industry. The proposed amendments would:<\/p>\n<ul>\n<li>create provisions for diving operations involving &#8220;<acronym>UXO<\/acronym>&#8221; (&#8220;unexploded explosive ordnance&#8221; or &#8220;unexploded military ordnance&#8221;) so that divers are trained and work in accordance with <acronym title=\"Canadian Standards Association\">CSA<\/acronym> Standard Z275.6-11, &#8220;Unexploded Explosive Ordnance (<acronym>UXO<\/acronym>) and Munitions Diving&#8221;, and provide for the use of <acronym title=\"self-contained underwater breathing apparatus\">SCUBA<\/acronym> by police and <acronym title=\"(unexploded explosive ordnance\">UXO<\/acronym> divers when dealing with explosive devices, per CSA Standards<\/li>\n<li>provide exemptions for aquarium exhibit divers, from certain equipment and training requirements<\/li>\n<li>create provisions for the use of an &#8220;open (wet) bell&#8221; and &#8220;man basket&#8221;, per <acronym title=\"Canadian Standards Association\">CSA<\/acronym> Standards<\/li>\n<li>provide for in-water decompression during liveboating, by ensuring:\n<ul>\n<li>the vessel captain has an adequate view,<\/li>\n<li>the availability of a hyperbaric chamber on the vessel,<\/li>\n<li>adequate communication with the diver,<\/li>\n<li>an adequately buoyant floatation device attached to the diver&#8217;s decompression line, and<\/li>\n<li>limits on the power used by the vessel.<\/li>\n<\/ul>\n<\/li>\n<li>create provisions for pilots who operate remotely operated (underwater) vehicles (<acronym>ROVs<\/acronym>), to ensure they are adequately trained, have voice communication and monitoring and are protected from electrical hazards and moving parts<\/li>\n<li>create provisions for sledding operations to ensure:\n<ul>\n<li>a competent vessel captain,<\/li>\n<li>adequate boat manoeuverability,<\/li>\n<li>adequate daylight,<\/li>\n<li>safe water conditions, and<\/li>\n<li>prevention of the towline becoming entangled in the propeller<\/li>\n<\/ul>\n<\/li>\n<li>provide for diving supervisory authority over hazardous floating equipment per <acronym title=\"Canadian Standards Association\">CSA<\/acronym> Standards<\/li>\n<\/ul>\n<h2>Enhance worker safety<\/h2>\n<p>If approved, the proposed amendments would:<\/p>\n<ul>\n<li>enhance provisions to protect divers from encounters with a delta p hazard, in accordance with guidelines published by the <a href=\"https:\/\/cadc.ca\/blog\/\">Canadian Association of Diving Contractors<\/a><\/li>\n<li>update the means and timing for notification to the Ministry of dive operations, with respect to the use of technology such as cellular phones and electronic means<\/li>\n<li>clarify the duties of a diver&#8217;s tender so that the safety of the diver is ensured at all times, and ensure the competency of a diver&#8217;s tender per <acronym title=\"Canadian Standards Association\">CSA<\/acronym> Standards<\/li>\n<li>require certification in oxygen administration (emergency training) by the diving supervisor, each diver and a diver&#8217;s tender at the dive site<\/li>\n<\/ul>\n<p>FOR DIRECT ACCESS TO MINISTRY WEB PAGE &#8211; GO TO <a href=\"http:\/\/www.labour.gov.on.ca\/english\/about\/consultations\/diving\/index.php\">http:\/\/www.labour.gov.on.ca\/english\/about\/consultations\/diving\/index.php<\/a><\/p>\n<p><span style=\"color: #ff6600;\">The consultation period ends December 16, 2013.
