(Seabrook family)<\/p>\n<\/div>\n<\/div>\n<div class=\"wrap8 story-bodywrapper sclt-storybody\">\n<div id=\"sharecount_gig_containerParent\" class=\"story-middle col2\" role=\"complementary\">\n<div class=\"story-relatedlinks module sclt-relatedlinks\">\n<div class=\"story-relatedlinks-body module-body\">\n<div class=\"story-relatedlinks-submodule story-internallinks module\">\n<div class=\"story-internallinks-body module-body\">\n<ul class=\"story-internallinks-list\">\n<li><a href=\"http:\/\/www.cbc.ca\/news\/canada\/nova-scotia\/safety-violations-diver-death-nova-scotia-power-tidal-plant-1.4206991\"> Safety violations laid in diver&#8217;s death at Nova Scotia Power plant <\/a><\/li>\n<li><a href=\"http:\/\/www.cbc.ca\/news\/canada\/nova-scotia\/diver-death-luke-seabrook-work-safety-1.3683206\"> &#8216;Enough&#8217;s enough&#8217;: Safety standards could have prevented diving death <\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"story-body\" role=\"main\" aria-labelledby=\"storyhead\">\n<div class=\"story-content\">\n<p>Paul&#8217;s Diving Services Inc. has entered a guilty plea on two charges it was facing after the death of Luke Seabrook, but his mother says the plea will do nothing to improve safety for other commercial divers.<\/p>\n<p>Seabrook died on July 15, 2015, after getting stuck underwater at the Nova Scotia Power tidal plant in Annapolis Royal, N.S., according to prosecutor Alex Keaveny.<\/p>\n<p>The 39-year-old diver&nbsp;from Dartmouth was working to inspect the&nbsp;gates that control the flow of the Annapolis River tides.<\/p>\n<ul>\n<li><a href=\"http:\/\/www.cbc.ca\/news\/canada\/nova-scotia\/luke-seabrook-diving-death-accident-tidal-power-plant-1.3678009\" target=\"_blank\" rel=\"noopener\">No closure for family of diver killed at Nova Scotia tidal plant a year ago<\/a><\/li>\n<\/ul>\n<p>This morning, the company entered a guilty plea on <a href=\"http:\/\/www.cbc.ca\/news\/canada\/nova-scotia\/safety-violations-diver-death-nova-scotia-power-tidal-plant-1.4206991\" target=\"_blank\" rel=\"noopener\">two of four charges in the Occupational Health and Safety Act<\/a>.&nbsp;<\/p>\n<p>The company pleaded guilty to&nbsp;failing&nbsp;to ensure a written dive plan was in place that met occupational diving regulations, and failing to ensure the dive was not conducted in hazardous water flow conditions.&nbsp;<\/p>\n<h2>Mother of victim skeptical change will happen<\/h2>\n<p>Seabrook&#8217;s mother, Angela Seabrook, said the admission of guilt &#8220;won&#8217;t really do anything for the safety of the diving&nbsp;industry.&#8221;<\/p>\n<p>&#8220;It was fully expected. We all knew that things weren&#8217;t done quite the way they should&#8217;ve been,&#8221; she said from her home in Wasaga Beach, Ont.<\/p>\n<div class=\"figure\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/i.cbc.ca\/1.3678177.1468518370%21\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/angela-seabrook.jpg\" alt=\"Angela Seabrook\" width=\"396\" height=\"223\"><\/p>\n<p class=\"figure-caption\">Angela Seabrook is skeptical that the guilty plea will create positive change in the industry. (CBC)<\/p>\n<\/div>\n<p>Two other&nbsp;charges \u2014 failing to provide information, instruction, training and supervision to address water flow hazards and failing to ensure employees were made familiar with hazardous water pressure differential that may exist at the sluice gates \u2014&nbsp;are expected to be dropped at sentencing.<\/p>\n<p>Seabrook&nbsp;said she&#8217;s disappointed the Labour Department decided to lay charges only against&nbsp;the diving company \u2014 &#8220;the little guy&#8221; \u2014 which&nbsp;she acknowledges should have completed water flow tests to determine whether there was a water pressure hazard.<\/p>\n<ul class=\"embedlinks\">\n<li><a href=\"http:\/\/www.cbc.ca\/news\/canada\/nova-scotia\/dartmouth-diver-dead-after-incident-at-nova-scotia-power-dam-1.3153135\">Dartmouth diver dead after incident at Nova Scotia Power dam<\/a><\/li>\n<\/ul>\n<h2>&#8216;This will be the end of the story&#8217;<\/h2>\n<p>Keaveny&nbsp;said the sentence will likely come from a joint recommendation.<\/p>\n<p>The company will be back in court on&nbsp;Oct. 26.<\/p>\n<div class=\"figure\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/i.cbc.ca\/1.3153275.1436982648%21\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/annapolis-royal-rescue-nova-scotia-power.jpg\" alt=\"Annapolis Royal rescue Nova Scotia Power\" width=\"542\" height=\"305\"><\/p>\n<p class=\"figure-caption\">Luke Seabrook died on July 15, 2015, at the Nova Scotia Power tidal plant in Annapolis Royal.
